GOAL KEEPERS AT U-9 & 10: There must be a minimum of two different goalies and each goalie is to play a maximum of one-half of each game.
PROOF OF ELIGIBILITY: Each coach is to bring his or her registration forms or Proof of age to each scheduled game. Registration forms must be verified and signed by the club's registrar or appointed board member. Players can be rostered only on one WYSA team. Classic players are not allowed to play on any WYSA team.
OFFICIATING: The home team will schedule the referee. They will govern by the rules of FIFA, and the WYSA rules shall take precedence. The referee shall have passed the written exam administered by the United States Soccer Federation and must be a minimum of two years older than the age group that plays. Should the appointed referee fail to meet these criteria or if the scheduled referee fails to show up, then the visiting team has the right to select and appoint a qualified referee.
DISCIPLINARY ACTION: Referees must report all red cards to the club referee coordinator or other designated club official. All red cards and club disciplinary actions must be reported to the WYSA Judiciary Board and to the Presidents of the affected clubs.
Any player receiving a yellow card must be substituted from the game until at least the next substitution time.
Any player or coach receiving a red card must leave the field and will receive a minimum of a one game additional suspension.
Players or coaches receiving a red card for using profanity either by word or sign against other players, coaches, spectators, or referees will receive a two game suspension.
Players or coaches receiving a red card for making threatening gestures against other players, coaches, spectators, or referees will receive a two game suspension.

Coaches or team volunteers who make threatening gestures or use threatening or profane language to players, coaches, referees, officials, or spectators shall be disciplined as follows:
First time: A letter will be sent to the offender and to the club. The offender is placed on probation.
Second time: The offender shall be suspended for 1 year.
Third time: The offender will be suspended for life
Fighting: The offender will be suspended for life.
COMMON RULES FOR ALL AGES
PLAYING TIME: Eligible players are to play a minimum of one half of each game barring injury, illness, or disciplinary action.
UNIFORMS: All players must wear their team colors as designated in the WYSA bylaws. If two teams are wearing the same colors, the home team shall switch to white or opposing colors.
OVERTIME: None allowed.
AGE: Older players may not participate on a younger age team without written waiver by WYSA. The cut-off birth date is 8-01-XX.
EQUIPMENT: Soccer shoes are recommended. Shoes cannot have a front cleat. Metal or sharp cleats are not allowed. Shin guards are required and must be covered by stockings. Medical identification and religious symbols must be taped. No jewelry is allowed to be worn by players. Casts and hard splints are not allowed. The referee will have final say in any ruling regarding the safe play of any athlete.
OFFSIDE: The offside rule is to apply to all age groups U-9 and older. Players in an "offside position" shall not be called offside as long as their position does not impact on the play of the defensive goalie.
CONDUCT: All players, coaches, volunteers, and parents are to accept referee decisions without comment or gestures. Penalty will be a yellow card for initial violation, red card and ejection for a subsequent violation. The referee shall prohibit un-sportsmanlike conduct including swearing, derogatory speech, hitting, or deliberate attempts to injure another player. First violation shall be a yellow card. Subsequent violations shall be red carded.
FIELD ORIENTATION: Spectators are to be on the opposite side of the field from the players and coaches. No spectators, players, or coaches may occupy any space along the end line of the field or along the touch line within 18 yards of the end line. Spectators, players, and coaches must maintain a minimum 4-foot space from the touch line.
CHARGING THE GOALIE: Any goalie with one or both hands in contact with the ball while inside of the penalty area is to be protected. Charging the goalie is defined as any incidental or deliberate contact. Incidental contact is awarded a yellow card and the defense is given an indirect free kick. Deliberate contact is awarded a red card and the offensive player is ejected from the game. The defensive team is issued a direct free kick from the point of the penalty. Any goal scored when the ball is kicked while in contact of a goalie's hand is to be disallowed. This rule shall apply to all WYSA regulated games.
SUBSTITUTIONS: Substitutions are allowed at any dead ball situation at the referee's discretion. To assist the officials, coaches will send substitution players to the center line prior to requesting substitutions.
SLIDE TACKLES: Slide tackles are allowed at U13 division and older.
Slide tackles are not allowed until U13 division level. The penalty for a prohibited slide tackle is an indirect kick.
As a special note, WYSA will require that all slide tackles come from a forward angle. The penalty for an illegal slide tackle will be a direct kick from the point of infraction and a yellow or red card, as appropriate.
COACHES RESPONSIBILITIES:
Only a single coach is allowed to vocalize directions to the team.
Coaches are responsible for the behavior of their players, parents, and volunteers until all have left the site of the game.
Coaches of any team ahead by five goals need to make adjustments to attempt to even the play.
